@PeterKretzman @henebb Experience tells me that software development often has unexpected problems. Changing a button label might not be too hard. But then someone wants to know how long it takes to build an entire website. The scope is so large, no one can put an estimate on that with any confidence.Permalink

@PeterKretzman @henebb And yes. If the target is moving (i.e. the scope is shifting) it gets a lot harder to stab the right thing. One might even call that random if the customer is of the erratic type.
